o Sony Delays PlayStation 3 Launch
to November
Tokyo - Sony Computer Entertainment has announced that it
will delay the planned launch of its PlayStation 3 video game
console from the spring of 2006 until early November, when it will
simultaneously launch the console in Japan, North America and
Europe. The company cited delays in finalizing the copyright
protection technology that will be part of the next-generation Blu-ray
Disc DVD drives included with the PlayStation 3, on which games will
also be formatted. Sony plans to ship 6 million of the devices
worldwide by the end of March 2007. The company also announced new
details for the PlayStation 3, which will include a 60GB hard drive
and a free online game service called the PlayStation Network
Platform. The online service will compete with Microsoft's Xbox Live
online game service for its Xbox 360, the next-generation console
Microsoft launched in November 2005.

o CEA Campaign
to Inform Consumers of Digital TV Transition
Washington - The Consumer Electronics Association (CEA), a
trade group of consumer electronics manufacturers, announced on
Wednesday a voluntary industry effort to inform consumers about the
nation's transition to digital TV on Feb. 17, 2009, that will
include the placement of informational labels on new analog TV sets.
The label will notify consumers that the analog TVs will require a
converter box after the transition date in order to receive
over-the-air broadcasts, but should continue to work normally with
cable and satellite TV systems, gaming consoles, VCRs and DVD
players. The CEA forecasts that U.S. consumers will purchase 18
million digital TVs and displays this year, and that the industry
will have shipped a total of over 48 million digital TVs by the end
of 2006.

o French
Parliament Votes Down Blanket P2P License
Paris - The French parliament has voted down a proposal
that would have created the world's first blanket license for
sharing digital media, in effect legalizing peer-to-peer
file-sharing in France, Agence France-Presse reported. The proposal,
which passed an earlier vote, would have created a levy of between
about $10 and $12 imposed on file-swappers, which would then have
been distributed to artists and copyright holders. The AFP reported
that the French government strongly opposed the proposal, adding
that several members of parliament walked out in protest after the
measure was voted down.

o U.K.
Gambling Commission Proposes Online Gambling Regulations
London - The U.K. government's Gambling Commission has
issued a draft Code of Practice that would for the first time bring
online gambling under the Commission's jurisdiction. The draft
Conditions and Codes of Practice, which if approved would go into
effect in 2007 as part of a larger U.K. Gambling Act, would compel
online gambling sites to constantly inform users of how much time
and money they've spent online, as well as keep track of and provide
help and information to problem gamblers -- including the ability
for them to prohibit themselves from such sites. Gambling sites
would also have to apply for licenses from the Commission, carry out
random checks to ensure bettors are over 21, and provide filtering
technology to parents. "We will monitor all British gambling
operators to make sure they comply with our rules," said Gambling
Commission chairman Peter Dean. "We have the power to fine or revoke
the licenses of those who fail to do so, and to prosecute illegal
gambling. We won't hesitate to use these powers if need be."

o EU Rejects
Microsoft Request for Public Antitrust Hearing
Brussels - The European Commission announced that it has
refused a request by Microsoft to have its antitrust hearing held in
public. A Microsoft spokesman told The Financial Times that the
company was willing to waive its right to a confidential hearing in
order to ensure a "full and fair" examination. The Commission,
however, flatly rejected the idea. "I can confirm that Microsoft did
make a formal request for the hearing to be public and the request
was refused by the hearing officer because the procedural regulation
explicitly prohibits this," EU Competition Commission spokesman
Jonathan Todd said. The hearing, which has been set for March 30-31,
gives Microsoft one last chance to convince the Commission it has
complied with a 2004 antitrust ruling.
