o U.S. Asks WTO for Review of
China's Anti-Piracy Efforts
Washington - The Bush Administration has asked the World
Trade Organization (WTO) for a special review of government efforts
to stem piracy of music, movies, software and other products in
China, deemed by the U.S. as a haven for piracy, the Associated
Press reported. "If China believes that it is doing enough to
protect intellectual property, then it should view this process as a
chance to prove its case," said U.S. Trade Representative Rob
Portman. "Our goal is to get detailed information that will help
pinpoint exactly where the enforcement system is breaking down so we
can decide the appropriate next step." AP reports that U.S. business
interests have been lobbying for the government to make a formal
complaint against China over piracy, which could eventually lead to
economic sanctions against China.

o Microsoft
Joins Yahoo-Internet Archive Digital Library Project
San Francisco - Microsoft announced on Wednesday that its
MSN Search will join the Open Content Alliance (OCA), a non-profit
effort to create a massive digital archive of the world's books.
With the launch of MSN Book Search, Microsoft joins Yahoo in
supporting the OCA, whose digital library project has partnered with
the Internet Archive to scan public domain works, and those for
which it has received express permission from authors and
publishers. A similar program from Google, which has drawn copyright
infringement lawsuits from both authors and publishers, takes brief
snippets of works from all books without first seeking permissions.
Microsoft will pay to digitize 150,000 titles, while Yahoo has said
it will pay for digitization of 18,000 works, Danielle Tiedt,
general manager of search content acquisition at MSN, told CNET
News.com. Microsoft said its MSN Book Search service will launch in
beta sometime next year.

o Report:
Broadband Users to Buy $4.5 Billion in Digital Music in 2010
Boston - Broadband households in Europe and North America
will spend over a billion dollars on a la carte digital songs and
digital music subscription services this year, with sales expected
to reach $4.5 billion by 2010, according to a report from
Boston-based market research firm Strategy Analytics. In 2010,
digital music will represent 16% of total music sales, up from less
than 2% in 2004. While Apple currently dominates the market with its
a la carte song download service, iTunes, Strategy Analytics
predicts that by 2010 over 60% of online music revenues will be
derived from subscription-based services with a fixed monthly fee. "Telcos,
cable operators and other broadband service providers will encourage
adoption of subscription-based services, which produce steadier
revenue streams and are more likely to deter customer churn," said
Strategy Analytics senior analyst Martin Olausson.
"Subscription-based services will also be better positioned to
maintain price points over time by adding portability and other
advanced features."

Television Academy Foundation chairman Steve Mosko. As of today, the

o White House Requests
The Onion Stop Using Presidential Seal on Website
Washington - The New York Times reports that the associate
counsel to President Bush has written to the satirical news
publisher, The Onion, requesting the removal of the presidential
seal from its website. Grant M. Dixton, associate counsel to the
president, wrote to The Onion on Sept. 28, stipulating that the seal
"is not to be used in connection with commercial ventures or
products in any way that suggests presidential support or
endorsement." The Onion, which publishes a parody of President
Bush's weekly radio address on its website, responded through
attorney Rochelle H. Klaskin, saying "It is inconceivable that
anyone would think that, by using the seal, The Onion intends to
'convey... sponsorship or approval' by the president." When asked
how the White House became aware of the seal's use, White House
spokesman Trent Duffy told The Times, "Despite the seriousness of
the Bush White House, more than one Bush staffer reads The Onion and
enjoys it thoroughly."

o WIRED: "Battle for
the Soul of the MP3 Phone"
San Francisco - The latest issue of WIRED magazine
features an article, "Battle for the Soul of the MP3 Phone," that
explores the strained relationships between wireless carriers,
record labels, phone handset makers, and Apple -- which is rumored
to be developing an iPod phone, and has already partnered with
Motorola on the ROKR iTunes music phone. The article says record
labels could end up pricing U.S. mobile phone song downloads out of
the range of consumer interest, pointing out that if U.S. carriers
charge $3 per song, 90 cents would be split between the carrier and
mobile music service provider, while the remaining $2.10 would go to
the label and copyright holders. "However greedy the music labels
want to be, that's where the price comes in," Roger Entner, a
wireless analyst at Ovum, told WIRED.
